How spearfishing is treated at Reserva Natural de Santa Luzia (incl. ilhéus Branco e Raso).
Integral natural reserve comprising Santa Luzia island and the surrounding marine strip out to the 200 m bathymetric line. Any fishing action is prohibited within these waters (vedado a essa navegação qualquer acção de pesca, de prospecção ou exploração submarinas). Established by Decreto-Lei n.º 40/2003, de 27 de Outubro.

Whether you need a license to spearfish here, and how to get one.
Apply to the Direcção-Geral das Pescas (or a delegated entity) with a licence application, identity document (or club/association registration), and, for renewals, the prior licence. Minors under 18 need notarised guardian authorisation. Fees set by joint ministerial portaria. Clubs, sport associations and tourism operators may hold licence quotas (Arts. 20.º, 22.º, 25.º).
