How spearfishing is treated at Cotubanama National Park (formerly Parque Nacional del Este).
Marine-terrestrial national park around Bayahibe / Saona Island; under Art. 43 of Law 307-04 any fishing (including spearfishing) inside protected-area limits requires a permit from the Ministry of Environment and is generally prohibited. Reported as a spearfishing no-go zone. Coordinates are the park centroid per Wikipedia.

Apply to CODOPESCA (Consejo Dominicano de Pesca y Acuicultura). Each licence states the fishing activity, permitted gear types and area of operation. Licences are non-transferable. In practice, charter/dive operators can arrange a recreational licence on a visitor's behalf.
