How spearfishing is treated at Coastal / maritime waters outside protected areas and prohibited zones.
Maritime waters under Gabonese jurisdiction (territorial sea, internal marine waters, EEZ) where fishing is permitted with the appropriate authorisation, excluding marine protected areas, port zones and river/estuary mouths. A sport-fishing permit (permis de pêche sportive) is required for recreational/underwater fishing (Art. 18, 37).

Apply to the Ministry/Direction in charge of Fisheries and Aquaculture (DGPA); permit delivered per Art. 19-20 on submission of a dossier whose composition is fixed by regulation. The Minister in charge of Fisheries issues sport-fishing permits, with prior ministerial authorisation additionally required inside marine parks (Art. 57). Artisanal fishing authorisations/cards (a separate regime) are handled by the DGPA in Libreville.
