Overview
How spearfishing is treated at Loango National Park (marine component).
Coastal national park ('Africa's Last Eden'); marine/lagoon waters are protected and recreational sport fishing operates under park authorisation and is largely catch-and-release. Spearfishing restricted under the protected-area / marine-park regime (Art. 57, 68).

Whether you need a license to spearfish here, and how to get one.
Apply to the Ministry/Direction in charge of Fisheries and Aquaculture (DGPA); permit delivered per Art. 19-20 on submission of a dossier whose composition is fixed by regulation. The Minister in charge of Fisheries issues sport-fishing permits, with prior ministerial authorisation additionally required inside marine parks (Art. 57). Artisanal fishing authorisations/cards (a separate regime) are handled by the DGPA in Libreville.
