License requiredvia Ministère de l'Agriculture, de l'Élevage, de la Pêche et du Développement Rural - Direction Générale des Pêches et de l'Aquaculture (DGPA)

Apply to the Ministry/Direction in charge of Fisheries and Aquaculture (DGPA); permit delivered per Art. 19-20 on submission of a dossier whose composition is fixed by regulation. The Minister in charge of Fisheries issues sport-fishing permits, with prior ministerial authorisation additionally required inside marine parks (Art. 57). Artisanal fishing authorisations/cards (a separate regime) are handled by the DGPA in Libreville.
