How spearfishing is treated at Cas Cay / Mangrove Lagoon Marine Reserve and Wildlife Sanctuary (St. Thomas).

All fishing and harvest of animals and plants is prohibited except permitted cast-net baitfishing; no take at all in the Inner Mangrove Lagoon. V.I.C. Title 12, Chapter 1, §96-2 and §96-5.

Recreational licenses obtained online via GoOutdoors USVI (www.gooutdoorsusvi.com). Recreational licensing rules were signed October 7, 2022; enforcement scheduled to begin mid-2026. Commercial licenses via DPNR Division of Fish & Wildlife limited-entry application.
